Ethan McClelland joins Sunrise Banks as Vice President of Government Relations and Regulatory Affairs

ST. PAUL, Minn. (July 14, 2026) – Sunrise Banks, a values-based bank with locations in Minneapolis, St. Paul and Sioux Falls, South Dakota, has welcomed Ethan McClelland as its new Vice President of Government Relations and Regulatory Affairs.

McClelland is a public policy executive with more than 15 years of experience bridging federal and state legislative strategy. He spent a decade in the U.S. House of Representatives, serving as Deputy Director of Member Services within Speaker Nancy Pelosi’s leadership team and later as Parliamentarian for the House Financial Services Committee, where he shaped policy strategy for federal financial regulation, digital assets, fintech and housing markets.

On the private sector side, McClelland brings deep experience building corporate government affairs programs, including navigating complex federal regulatory oversight and third-party risk within the fast-evolving Banking-as-a-Service fintech ecosystem.

McClelland will take over the role for Rick Beeson, Executive Vice President for Corporate Development and Government Relations. Beeson is retiring at the end of 2026 after nearly four decades with Sunrise Banks and its affiliated banks.

Ethan’s knowledge of the legislative landscape, public policy experience and business acumen will be invaluable as he transitions into this role.”

Originally from Kentucky, McClelland is a graduate of Rhodes College in Memphis, Tenn. He currently lives in south Minneapolis with his wife and two young children.
